Environmental Compliance & Permitting

Air permitting, stormwater coverage, and ongoing environmental compliance — operation-specific, built for Texas and Oklahoma manufacturers.

Ongoing Compliance

Environmental compliance, managed.

Emissions tracking and recordkeeping (VOC, HAP, PM)
Annual reporting and permit condition compliance
EPCRA reporting — TRI (Form R) and Tier II chemical inventory submissions
Waste management and TCEQ / ODEQ coordination
Program reviews when operations or equipment change
Frequently Referenced Rules

The frameworks we work in every week.

30 TAC §106

Permits by Rule (TCEQ)

PBR applicability and registration across the full §106 rule set — coating, welding, blasting, and beyond.

TCEQ NSR

Case-by-Case Air Permits

New Source Review permits when PBRs don't fit — application, emissions basis, and agency coordination through approval.

40 CFR 60 / 63

Federal Standards

NSPS and NESHAP applicability — including Subpart 6X for metal fabrication HAP sources.

ODEQ

Oklahoma Air Permitting

Permitting and compliance coordination with Oklahoma DEQ for facilities across the state line.

Air Permitting

Applicability first.

01

Review the operation

What you run, what you coat, what you emit — determined from your actual equipment and throughput.

02

Run the numbers

PTE calculations against PBR and NSR thresholds decide what's required — and what isn't.

03

Permit it correctly

Documentation prepared and submitted, with TCEQ / ODEQ coordination through approval.

Why It Matters

Getting it wrong is costly.

Under-permitting — operating without required coverage invites violations, enforcement, and shutdown orders.
Over-permitting — permits you don't need create reporting burden and extra regulatory scrutiny.
The right answer — an operation-specific applicability analysis tells you exactly what's required, and what's not.
Stormwater

Industrial & construction stormwater permitting.

It comes down to one question: are you building, or operating? Operating facilities carry the industrial permit; construction sites carry theirs. We handle both.

Industrial · MSGP

Multi-Sector General Permit

TCEQ Multi-Sector General Permit applicability, SIC/NAICS sector determinations, SWP3 development with BMP documentation, benchmark sampling, and annual reporting.

Construction · CGP

Construction Stormwater Permits

TCEQ Construction General Permit coverage for sites disturbing one acre or more — NOI filings, construction SWPPPs, site map and BMP plans, inspection schedules, and Notice of Termination when the project closes out.

Oklahoma

ODEQ Stormwater Programs

Oklahoma's industrial and construction stormwater general permits — applicability, plan development, and ODEQ coordination for operations and projects across the state line.

Ongoing

Keeping Coverage Current

Amendments when operations change, inspection and sampling records that hold up in an audit, and renewals filed before coverage lapses.

Audit & Inspection Support

We prepare you for real audits — not perfect ones. Our focus is on what enforcement officers actually look for, not what looks good on paper.

What We Do

Audit preparation & response.

Pre-audit reviews and compliance gap assessments
Documentation and recordkeeping audits
Mock OSHA walkthroughs and inspection simulations
On-site support during actual agency inspections
Corrective action planning after findings
Customer and third-party audit support
The 2R Difference

What real audit prep looks like.

01

We find what auditors find

We know how OSHA compliance officers and state agency inspectors operate. We evaluate your facility through that lens.

02

Fix what matters

Not everything is equally important. We prioritize gaps that create real risk and focus on what will move the needle.

03

Systems that hold after the audit

The goal isn't to pass one inspection — it's to build compliance that performs consistently over time.

Citations

Citations reveal gaps. We fix the gaps, not just the paperwork.

Most citation responses close the immediate finding. 2R identifies the underlying system failure so the same issue doesn't appear in the next inspection.

Litigation Support

Expert witness services.

When a workplace incident becomes a legal matter, attorneys need someone who knows what employer responsibility actually looks like on a manufacturing floor — not just in the regulations.

Subject Matter

Employer responsibility & negligence

Expert analysis and testimony on employer duty, safety program adequacy, training sufficiency, and what a reasonable employer should have known and done.

Industry Depth

Manufacturing incidents

Machine guarding, LOTO, forklift operations, hot work, and the realities of fabrication and industrial environments — from someone who works these floors.

Either Side

Plaintiff or defense

Case review, opinion development, deposition, and testimony — in support of attorneys on either side of the matter.

Industries

Manufacturing & Construction

From fabrication shops to active job sites — we work where things get made and built, and we know what OSHA and the environmental agencies look for in both.

Common Issues

What we see in manufacturing shops.

LOTO doesn't match the machine

Procedures are generic or written for a different model. OSHA catches this immediately.

Training without documentation

People have been trained — but records don't exist or don't satisfy regulatory requirements.

Inconsistent PPE enforcement

Rules exist but vary by shift or supervisor. Without a system, enforcement is impossible.

Hot work not controlled

Welding and grinding happen without consistent permits or hazard controls.

Forklift operations vary

No clear standards across operators — traffic patterns, pedestrian zones, inspection logs.

Environmental gaps

Paint booths and powder coating may require air permits or stormwater coverage that hasn't been evaluated.

Manufacturing

On the shop floor.

We work production environments every week — and build the programs around the actual equipment, not a template.

Fabrication

Metal fabrication

Press brakes, plasma tables, lasers, saws — machine-specific LOTO and OSHA compliance for every piece of equipment.

Finishing

Powder & wet coating

Booths, combustible dust programs, grounding, and the TCEQ air permitting that coating operations trigger.

Welding

Welding & structural

Hot work programs, ventilation and fume assessments, structural fabrication safety, and crane compliance.

Construction

On the job site.

Job sites move fast and inspectors know it. We put the safety plans, stormwater coverage, and crew credentials in place before the first truck rolls — and keep them current through closeout.

Site Safety

Programs & fall protection

Site-specific safety plans and trade-ready programs that hold up when OSHA visits the job.

On-Site Support

Audits & subcontractor aid

Recurring site audits, walkthroughs, and hands-on support for GCs and subcontractors — catching issues before an inspector does.

Stormwater

First dirt to final stabilization

Construction General Permit coverage, SWPPPs, site inspections, and clean closeout.

Crews

Training & credentials

OSHA 10 & 30-hour construction courses and the documented training GCs require before crews walk on.

About

2R Safety Solutions

Real-world EHS consulting for manufacturing and industrial operations — built on the belief that compliance only works when it's built around how an operation actually runs.

Ryan Rice

Ryan Rice

Principal Consultant · EHS & Environmental Compliance

Ryan Rice is the owner and principal consultant of 2R Safety Solutions, with hands-on EHS management experience across multiple manufacturing facilities in Texas and Oklahoma. He currently oversees safety and environmental compliance for more than 500 employees across operations in metal fabrication, powder coating, structural fabrication, truck body manufacturing, and welding.

Ryan's background spans OSHA compliance, Texas air permitting (TCEQ PBR and NSR), stormwater programs, environmental reporting, training development, and incident investigation — covering everything from machine-specific LOTO procedure development to full air permit applications with VOC and HAP calculations under 30 TAC §106.

2R Safety Solutions was built because most safety and environmental programs fail for the same reasons: generic templates, no enforcement structure, and zero alignment with how the operation actually runs. 2R fixes that.

How 2R Works

The 2R approach.

Step 1

Determine what applies

Start with your operation — what you make, how you make it, what runs, what chemicals are used. Identify what actually applies. Not everything does.

Step 2

Correct the gaps

Find gaps that create real risk. Build and fix what's missing, prioritized by enforcement exposure and actual hazard — not theoretical completeness.

Step 3

Build systems that hold

Documentation, training, and programs designed to work after we leave — maintainable by your supervisors and defensible during inspections.

Service Area

Texas & Oklahoma.

On-site work includes facility visits, walkthroughs, and training delivery. Remote services — permitting analysis, written programs, documentation review — are available beyond the primary service area.

Forgeline By 2R Safety · Manufacturing ERP

Forgeline Manufacturing ERP

One system to run a fabrication shop from quote to ship — inventory, bills of material, production, purchasing, and invoicing, built by people who work manufacturing floors every week.

The Platform

Everything the shop runs on, in one login.

Inventory & stock

Part-number inventory with live on-hand quantities, stock ledger, and material tracking across the shop.

Bills of material

BOMs tied to real part numbers — driving material requirements the moment a work order releases.

Production scheduling

Work orders, a live schedule board, and printable travelers with QR codes for the floor.

Shop floor tracking

Stage-by-stage progress scanning and labor rollup — see where every job stands without walking the floor.

Purchasing & receiving

Purchase orders with emailed PDFs, partial receiving, and automatic stock updates.

Sales & invoicing

Sales orders through invoicing with printable documents — quote to cash in one thread.

Who It’s For

Built for fabrication shops — not adapted to them.

Most ERP systems are built for someone else’s industry and bent until they sort of fit. Forgeline started on a metal fabrication floor — so the workflows match how shops actually quote, build, and ship.

See it running.
