Learn more →Programs copied from a library don't reflect your equipment, your layout, or how your people actually work.
If supervisors can't explain it and operators won't follow it, the program exists only on paper — and OSHA knows the difference.
Documents are delivered and forgotten. 2R stays involved through implementation — because paperwork alone doesn't pass inspections.
Real compliance is identifying what actually applies — then building only that, correctly.
The 2R approach starts with how your operation actually runs. Everything else is built around that reality.
"As a startup, we needed someone who could build our safety and compliance programs from the ground up, and 2R Safety Solutions delivered. They developed our OSHA compliance programs, guided us through key requirements, and helped us put real systems in place that we could actually follow day to day. Their expertise in air permitting — including PTE calculations — is not something most EHS consultants can handle. They are responsive, knowledgeable, and understand how to work with growing companies."

Practical OSHA compliance built for real operations — site-specific programs, documented training, and systems that hold up during enforcement.
Every program is built around your operation — not copied from a library.
Scheduled or compliance officer on-site — we provide immediate support and preparation.
Audits reveal programs are missing, incomplete, or years out of date.
Prior OSHA findings needing corrective action, abatement plans, or overhauls.
Headcount or facility expansion has outpaced safety infrastructure.
Training happened but records don't satisfy OSHA requirements during an audit.
Building a full compliance program from scratch for a new operation.
Air permitting, stormwater compliance, and environmental program support — operation-specific, built for Texas and Oklahoma manufacturers.
OSHA-required training built for operators and supervisors — practical, documented, and built around how your people actually work.
On-site, virtually, or as documents your supervisors implement in-house — with full recordkeeping templates.
2R comes to your facility and trains your team directly. Best for LOTO, forklift, and PPE selection.
Live virtual sessions for distributed teams or topics that don't require physical demonstration.
Complete training documents your supervisors deliver in-house — recordkeeping templates included.
We determine what actually applies to your operation — then get it permitted correctly. No over-permitting, no gaps, no guesswork.
Operating without required permits creates violations, enforcement actions, and potential shutdown orders.
Many facilities end up with permits they don't need — creating unnecessary reporting burden and regulatory scrutiny.
An operation-specific applicability analysis tells you exactly what's required — and what's not. That's where we start.
We prepare you for real audits — not perfect ones. Our focus is on what enforcement officers actually look for, not what looks good on paper.
We know how OSHA compliance officers and state agency inspectors operate. We evaluate your facility through that lens.
Not everything is equally important. We prioritize gaps that create real risk and focus on what will move the needle.
The goal isn't to pass one inspection — it's to build compliance that performs consistently over time.
Most citation responses close the immediate finding. 2R identifies the underlying system failure so the same issue doesn't appear in the next inspection.
We work in metal fabrication, welding, powder coating, structural steel, and heavy manufacturing every day. We know what these shops look like — and what OSHA looks for in them.
Procedures are generic or written for a different model. OSHA catches this immediately.
People have been trained — but records don't exist or don't satisfy regulatory requirements.
Rules exist but vary by shift or supervisor. Without a system, enforcement is impossible.
Welding and grinding happen without consistent permits or hazard controls.
No clear standards across operators — traffic patterns, pedestrian zones, inspection logs are inconsistent.
Paint booths and powder coating may require air permits or stormwater coverage that hasn't been evaluated.
Press brakes, turret punches, plasma tables, band saws, laser cutting — OSHA compliance and machine-specific LOTO for every piece of equipment.
Powder coating booths, monorail systems, wet spray, combustible dust programs, grounding inspections, and TCEQ air permitting under §106.227 and §106.265.
Hot work programs, ventilation requirements, fume assessments, structural fabrication safety, and crane and lifting device compliance.

Real-world EHS consulting for manufacturing and industrial operations — built on the belief that compliance only works when it's built around how an operation actually runs.
Ryan Rice is the owner and principal consultant of 2R Safety Solutions, with hands-on EHS management experience across multiple manufacturing facilities in Texas and Oklahoma. He currently oversees safety and environmental compliance for more than 500 employees across operations in metal fabrication, powder coating, structural fabrication, truck body manufacturing, and welding.
Ryan's background spans OSHA compliance, Texas air permitting (TCEQ PBR and NSR), stormwater programs, environmental reporting, training development, and incident investigation — covering everything from machine-specific LOTO procedure development to full air permit applications with VOC and HAP calculations under 30 TAC §106.
2R Safety Solutions was built because most safety and environmental programs fail for the same reasons: generic templates, no enforcement structure, and zero alignment with how the operation actually runs. 2R fixes that.
Start with your operation — what you make, how you make it, what runs, what chemicals are used. Identify what actually applies. Not everything does.
Find gaps that create real risk. Build and fix what's missing, prioritized by enforcement exposure and actual hazard — not theoretical completeness.
Documentation, training, and programs designed to work after we leave — maintainable by your supervisors and defensible during inspections.
2R Safety Solutions primarily serves manufacturing and industrial operations in Texas and Oklahoma. On-site work includes facility visits, walkthroughs, and training delivery. Remote services — permitting analysis, written programs, documentation review — are available beyond the primary service area.
